Italian Crisis Code warning signs check
Italy's Business Crisis Code lists four signs that help spot a crisis early. Enter the company's figures and see at once whether any of them applies.
1. Salaries
2. Suppliers
3. Banks and lenders
4. Tax and social security
What the law says
Art. 3 of Legislative Decree 14/2019 requires business owners to have arrangements that check whether debts are sustainable and the business can continue for at least the next twelve months. Paragraph 4 lists the signs that help with this:
- Salaries: salaries overdue by at least 30 days amounting to more than half of one month's payroll.
- Suppliers: supplier debts overdue by at least 90 days exceeding those not yet due.
- Banks: exposures overdue by more than 60 days, or over the credit limit for at least 60 days, amounting to at least 5% of total exposure.
- Public creditors: the debts that trigger the alerts under art. 25-novies.
Thresholds for INPS, INAIL, VAT and tax collection
- INPS: contributions over 90 days late above 30% of the previous year's and above €15,000 (€5,000 with no employees or contractors).
- INAIL: premiums over 90 days overdue above €5,000.
- Revenue Agency: unpaid periodic VAT above €5,000 and at least 10% of the previous year's turnover; always above €20,000.
- Tax collection agency: amounts over 90 days overdue above €100,000 for sole traders, €200,000 for partnerships and €500,000 for other companies.
The result is indicative and does not replace your accountant's advice: it tells you in a few minutes whether to look closer.
The sign you see first
Overdue supplier debts show up months before the others, and they can be read straight from received e-invoices. A cash-flow forecast also shows when things risk getting worse.
Overdue suppliers, straight from the invoices
The second sign comes from purchase invoices: CassaChiara loads them from the Italian tax portal and shows in seconds what is overdue, what is coming due and a 90-day cash forecast. With the Studio plan you do it for 30 client companies, with a PDF report for each.

What are the warning signs in art. 3 of the Italian Crisis Code?
Salaries 30 days overdue above half the monthly payroll, supplier debts 90 days overdue exceeding those not yet due, bank exposure overdue or over-limit for 60 days of at least 5% of the total, and debts to INPS, INAIL, the Revenue Agency and the collection agency above the art. 25-novies thresholds.
If a sign applies, is the company in crisis?
Not necessarily: it is a warning to look into with your accountant, for example through the negotiated crisis settlement procedure.
How often should I run the check?
At least monthly, together with a cash-flow forecast: the signs are based on overdue debts, which change quickly.
Is the data I enter sent anywhere?
No: the calculation runs in your browser.
